At its 43rd session, held on 16 April 2020, the Government adopted a Decree with force of law on the application of the Law on Trade during the state of emergency for establishing order and discipline at the entrance and inside the facilities in which retail trade is performed – stores, supermarkets, markets, bakeries, shops etc. (hereinafter referred to as: facilities) during the state of emergency.
At the 45th session, held on 22.04.2020, the Government adopted an amendment to the Decree on the application of the Law on Trade during the state of emergency. With this Decree, the word “shops” is added to the list of trade facilities and it is determined that in the facilities where retail trade is performed, at the same time, no more than one person can shop on an area of every 20 square meters, and in facilities with an area smaller than 20 square metres only one person can shop.
In accordance with this Decree, the trader is obliged to provide security guards at the entrance and inside the facility in order to maintain the minimum required distance between persons outside and inside the facility and to ensure mandatory hand disinfection at the entrance of the facility.
The Decree stipulates that the trader is obliged to put appropriate signs to mark the direction of movement and observe the minimum required distance when people are waiting in line outside and inside the facility. The signs shall be placed at a distance of minimum two metres in front of each cash register and in front of the entrance to the facility.
The Decree stipulates that the trader is obliged to provide protective equipment (masks and gloves) for the employees in the facility, and the employees are obliged to wear the protective equipment at all times during working hours.
