The first Decree refers to the implementation of the Law on transport in road traffic during the state of emergency and it provides postponement of the examinations in professional competence of a person responsible for transport and a driver for participation in international road traffic, during the state of emergency.
The validity of the driver’s professional competency certificates for participation in international road traffic, which has expired, is extended for the duration of the emergency state.

The second Decree refers to the implementation of the Law on transport of hazardous substances by road and rail during the emergency state and it includes:

Taking the examination on transport of hazardous substances is postponed during the state of emergency.

Continuation of the validity of certificates. The validity of all certificates related to the transport of hazardous substances, which has expired, is extended during the state of emergency.
This means that all examinations are postponed and all certificates whose validity has expired remain valid during the state of emergency.

The Decree with force of law on implementation of the Law on working hours of mobile workers in road traffic, as well as, on tachographs stipulates increase in the duration of driving hours in order to provide for faster transport.

The daily driving time during the emergency state is increased from 9 to 11 hours. The weekly driving time during the emergency state is increased from 56 to 60 hours.

The total driving time during any two consecutive weeks, during the state of emergency is increased from 90 to 100 hours.
During the emergency state, drivers can drive for five and a half hours, and then the driver is obliged to take a break of at least 45 minutes, while previously they could drive for 4, 5 hours and then take a break. Regular daily rest during the state of emergency is reduced from 11 to 9 hours.

Facilitation of the work of companies operating in the construction sector during the emergency state

The first Decree relates to the Law on construction and applies to licenses and authorizations whose validity has expired, and is extended during the emergency state, as well as, 60 days from the date of termination of the emergency state.

The second Decree with force of law refers to the Law on spatial planning , which stipulates that the validity of the licenses for preparation of urban plans, licenses for revision of urban plans, the authorization for preparation of urban plans and the authorization for revision of urban plans, which has expired, is extended during the state of emergency, as well as, 60 days from the day of termination of the state of emergency.

The third Decree with force of law refers to the implementation of the Law on cemetery and funeral services, and, also, regulates the validity of the cemetery management license and the license for providing funeral services, whose validity has expired. The validity of these licenses, that has already expired, is extended for the duration of the state of emergency, as well as, 60 days from the day of termination of the state of emergency.
